The model of the Declaration on Human Resources Management function was created within the Programme „Human Resources Management in Local Self-Government – phase 2“ and recently presented to local self-government representatives at the eighth meeting of the Network for Human Resources Management, organised and supported by the Standing Conference of Towns and Municipalities of Serbia on 24 November.

This document will be sent to all local parliaments in Serbia with the recommendation to put it in the voting procedure for adoption.

This document helps local self-governments to align the work of the local servants with the modern principles of human resource management and, consequently, with the principles of Good Governance of the Council of Europe. It has been created within the Programme activity aiming to support further development of the human resources management in 50 LSGs, in cooperation with main Programme partners, the Ministry of Public Administration and Local Self – Government and the Standing Conference of Towns and Municipalities.

“The system of human resources management in local self-governments will improve the quality of service in local self – governments. This system will establish the precise rules on the employment process, evaluation of work, and all other aspects of the professional career development of the local servants“, said Aleksandar Jovanović, the team leader of the Programme “Human Resources Management in Local self-governments – phase 2“ during the presentation of the model of the Declaration.

Đorđe Staničić, Secretary General of the Standing Conference of Towns and Municipalities (SCTM), said that this organisation will promote the Declaration and encourage local self-governments to adopt this document and apply it. He added that the Declaration is one of the essential documents created within the Programme “Human Resources Management in Local Self – Government – phase 2” through cooperation of programme partners, the Programme Team, Ministry of Public Administration and Local Self-Government (MPALS) and Standing Conference of Towns and Municipalities (SCTM).

The Programme “Human Resources Management in Local Self-Governments – phase 2” is jointly founded by the European Union and the Council of Europe and implemented by the Council of Europe in Serbia in cooperation with two project partners, the Ministry of Public Administration and Local Self-Governments and the Standing Conference of Towns and Municipalities.
