En 2014, un projet d’évaluation de l’éthique publique a été mené dans la région basque en coopération avec l’EUDEL, l’Association des collectivités locales du Pays basque. En 2015, l’EUDEL a également mis en œuvre un projet d’évaluation des finances locales avec cinq municipalités pilotes. Les résultats ont été présentés lors d’un atelier spécial au mois de novembre, et les commentaires reçus des municipalités et des experts locaux ont été très positifs. Cette expérience a été partagée avec les pays du Cadre de coopération programmatique, venus à Bilbao pour une visite d’étude. Le projet a également donné lieu à l’élaboration par des experts locaux d’une application web d’évaluation comparative des finances locales, destinée à l’EUDEL. La version anglaise de cette application sera partagée avec d’autres pays, associations et groupes de réflexion intéressés par le sujet, notamment au sein du Partenariat oriental.
L’EUDEL a fait part de son intérêt pour la poursuite de sa coopération avec le Centre, en particulier en ce qui concerne la formation au leadership et le label ELoGE.
Le Centre a par ailleurs été contacté par le Bureau anti-fraude de Catalogne, qui lui a demandé son assistance dans le cadre du Programme d’évaluation comparative de l’éthique publique, en coopération avec l’association des collectivités locales concernée.
The standard toolkit was simplified producing a Basque version of the toolkit with 80 items, focusing on five areas: principles of local finances, taxes and fees, financing capital budget, budget planning, budget implementation and supervision. The LFB toolkit survey was implemented in five municipalities of the Bizkaia region: Basauri, Bilbao, Ermua, Galdakao and Getxo, The adaptation and the piloting was coordinated by a management team comprising of the experts and the representatives of the beneficiary municipalities. The participating cities received a specific report with their own scores and a summary report was delivered with the average scores.

Visite d'étude sur le partage de l'expérience de coopération intercommunale
The first analysis at the piloting stage took place in three cities with different characteristics: Galdakao - municipality located in the metropolitan area of Bilbao with nearly of 30,000 inhabitants, Santander - the maritime capital city of Cantabria and has 177,123 inhabitants, and Valladolid - the regional capital of Castile and Leon, an inner city with 309,714 inhabitants. One important conclusion after performing the LFB is that the recommendations arising from the report are to be agreed with each municipality, thus establishing tangible and achievable goals for improvements. A formal presentation of the results of the LFB to the municipal officials and the Mayor will ensure the commitment for the implementation of LFB recommendations.
