On 9 October 2018, PRECOP II held the 5th workshop on “Corruption practices affecting the procurement process at the municipal level in the Russian Federation”. It was the final activity in a series of workshops aimed at analysing the scale, forms and manifestation of corrupt practices in public procurement processes at the municipal level in the Russian Federation.
Council of Europe experts presented the main findings and recommendations of the Technical Paper, which was prepared and updated by a Working Group based on the information collected from the project’s 15 pilot regions through specifically designed questionnaires, open sources and discussions in previous workshops. The participants, representing federal and regional business ombudspersons offices, regional and municipal authorities dealing with public procurement, and business and lawyers’ associations, discussed the best ways to tailor the recommendations to country context. They also addressed specific gaps identified in the legislation and institutional work against international standards and good practices.
The Technical Paper will be finalised in light of the participants’ feedback and made available to all relevant stakeholders in Russian and English. Furthermore, the identified typical corruption practices/schemes and measures to prevent them formulated in the Technical Paper served as a basis and have been incorporated in a Training manual on good governance practices and measures to prevent corruption in procurement process currently being developed by the Project for municipal authorities.
