Integrity Officers in Armenia are better informed on the application of rules of conduct for public servants

The Council of Europe is currently supporting the Corruption Prevention Commission (CPC) of Armenia to improve the promotion and application of the rules of conduct in regard to public servants, following the adoption of the Model Code of Conduct for Public Servants in 2022. 

As part of these efforts, the Council of Europe has organised during 4-7 April 2023 a second edition of the training course on “Applying the Model Rules of Conduct for Public Officials in Armenia”. The activity aimed at supporting the commitments of the CPC to enhance the capacities of Integrity Officers appointed in public authorities for the effective application of the rules of conduct and more systematic promotion of ethical practices at all levels of public service.  

This training course targeted 30 integrity officers of public institutions and enhanced their capacities to fulfil their duties of guiding public servants on rules of conduct. The training course consisted of two substantive parts: a 2-day training on content aspects of the Model Code of Conduct and a 2-day training concerning important aspects of adult learning methodology.

The first edition of this training course was organised in February 2023 for a group of up to 30 integrity officers – as a pilot edition - after which the curriculum and trainings materials have been updated based on the feedback from this round. Within the second edition of this programme, the activity was expanded to more integrity officers and other public servants.

The event also aimed at supporting authorities of Armenia in their efforts to enhance the integrity of public officials, in order to address the recommendations provided by the Group of States against Corruption (GRECO), within their fourth Evaluation Round, concerning the adoption of codes of conduct for public officials. In view of providing further assistance to the CPC to enhance the integrity and conduct rules in the public sector, the project has also undertaken the development of an Interpretative Manual of the Model Code of Conduct for Public Servants.  

This activity was organised in the framework of the project “Enhancing national capacities for effective prevention and fight against economic crime in Armenia” co-funded by the European Union and the Council of Europe and implemented by the Council of Europe in their Partnership for Good Governance III 2023-2027.
