Investigators, prosecutors and analysts from Armenia are better informed on investigation and prosecution of Terrorism Financing cases

The Council of Europe continues to support the national authorities of Armenia to enhance capacities in the field of prevention and fight against corruption, money laundering and terrorism financing. To sustain further the training needs of the national practitioners, a 2-day training on “Investigation and prosecution of Terrorism Financing cases” was organised during 17-18 October 2023 (in Yerevan), attended by 35 investigators, prosecutors, as well as analysts from the Financial Monitoring Centre of the Central Bank (the FIU of Armenia), representatives from the Ministry of Justice and the Judicial Department.

The training programme aimed at strengthening the understanding of Armenian practitioners on challenges in investigation and prosecution of terrorist financing (TF). The training discussions covered the institutional framework to investigate and prosecute TF offences, particular difficulties in building expertise in TF cases and highlighted the importance of joint investigations. Recent TF threats and typologies, possible solutions to overcome information sharing challenges as well as mechanisms for raising and moving financial resources directed towards TF were also shared during the event. 

The training provided a platform for engaging a productive discussion on the efficient setup of institutional framework in Armenia and the distribution of roles and duties within national organizations dedicated to combating TF. It underlined the importance of inter-agency coordination and international cooperation by presenting good practices in this area. 

The Project will continue to support the law enforcement authorities of Armenia to enhance their internal procedures and expertise in investigation and prosecution of cases related to terrorism financing, aligning them with international standards and best practices.

This activity was organised in the framework of the project “Enhancing national capacities for effective prevention and fight against economic crime in Armenia” co-funded by the European Union and the Council of Europe and implemented by the Council of Europe in their Partnership for Good Governance III 2023-2027.
