Money Laundering and Terrorist Financing risks associated with non-profit sector discussed with private banks and public authorities in Ukraine

The Project is assisting the national partners in Ukraine to facilitate the dialogue and mutual understanding between non-profit organizations (NPOs) and anti-money laundering (AML) and counter-terrorist financing (CTF) actors. This is aimed at preventing de-risking and other potential unintended consequences for the non-profit sector as well as the national AML/CTF system.

On 26 April 2023, in partnership with the NPO sector representatives, the Project delivered the online training on “International standards in understanding, assessment and mitigation of risks associated with non-profit organizations (NPO): AML/CTF regulatory compliance and cultural competency”. 61 participants, representing private banks, NPOs and public authorities benefited from this activity. The overall goal of the online training was to build up the understanding of NPOs by private banks as reporting entities and encourage application of risk-based approach, when dealing with NPOs. Moreover, the training also aimed at providing a platform for discussions between banks, public authorities and NPOs.

The training materials covered international AML/CTF standards related to NPOs, assessment and mitigation of the risks associated with NPOs, AML/CTF regulatory compliance (due diligence, reporting, monitoring and cultural competency), in particular how to work effectively with NPOs from different cultural backgrounds and understand their unique challenges and opportunities.  

This activity was organised in the framework of the project “Enhancing anti-money laundering, counter terrorist financing and asset recovery regime in Ukraine” co-funded by the European Union and the Council of Europe and implemented by the Council of Europe in their Partnership for Good Governance III 2023-2027.
