Reviewing the regulatory framework for lobbying in Serbia

A roundtable "Analysis of the Law on lobbying and recommendations for improvement" took place in Belgrade on 13 May 2024, aiming to assess the existing legislation and propose further enhancements. The roundtable gathered key stakeholders including the Agency for Prevention of Corruption, Ministry of Justice, lobbyists and representatives from the civil society. 

A comprehensive list of key findings has been presented, shedding light on areas requiring attention, including definitions of lobbying and lobbyists, scope and procedure of lobbying, reporting and recording of lobbying contacts. A total of 44 recommendations for enhancing the Law on lobbying were issued,  which would enable effective implementation of the Law and fulfillment of  the Fifth Round GRECO recommendations. Participants engaged in constructive dialogue, exchanging insights and perspectives to foster a deeper understanding of the subject matter. The event underscored the significance of continuous evaluation and refinement of legislative frameworks to ensure transparency and integrity in lobbying practices. It served as a vital step towards fostering a more robust regulatory environment conducive to ethical lobbying activities.

The activity has taken place within the Project “Countering Economic Crime in Serbia”, funded by the Swedish International Development Agency, and implemented by the Council of Europe.
