The Council of Europe is looking for one or more consultants to perform a gap analysis in Armenia, Azerbaijan and Ukraine, aimed at strengthening legislation, policies and practices and enhancing multi-stakeholder co-operation in the field of preventing and combating Online Child Sexual Exploitation and Abuse (OCSEA).
The gap analysis will combine both desk research and fact-finding visits, meetings with relevant ministries and agencies and working with national experts to ensure a holistic evaluation of legislation, policies and practices.
Applicants are invited to consult the call and documentation (linked below) and to return the required forms and a draft methodology proposal in English by 23 April 2019.
This activity is implemented under the Council of Europe's project End Online Child Sexual Exploitation and Abuse @ Europe (EndOCSEA@Europe) implemented by the Children’s Rights Division of the Council of Europe, in cooperation with the Cybercrime Programme Office of the Council of Europe (C-PROC).
