Razvan Oltean has joined the Cybercrime Programme Office of the Council of Europe in 2023, as Project Assistant for the Octopus Project.
He has previous work experience in the local and regional development sector, capacity building sector and non-profit organisations in Romania, working with national institutions like Ministry of European Funds, Ministry of Regional Development or International organisations like the European Commission.
Razvan Oltean holds an Bachelor Degree in International Relations and European Studies and a Master Degree in Public Policy and Management in Public Institutions, after studies in Bucharest and Madrid.
