The Youth Department elaborates guidelines, programmes and legal instruments for the development of coherent and effective youth policies at local, national and European levels. It provides funding and educational support for international youth activities aiming to promote youth citizenship, youth mobility and the values of human rights, democracy and cultural pluralism. It seeks to bring together and disseminate expertise and knowledge about the life situations, aspirations and ways of expression of young Europeans.
This is an online tool that helps individuals, teams and organisations doing youth work around Europe to understand their competence and to develop it more effectively. This tool can also be used by trainers, youth work managers and policy makers and generally all those interested in the topic of quality development and recognition of youth work.
The No Hate Speech Movement is a Council of Europe youth campaign to address and combat hate speech by mobilising young people to speak up for human rights and democracy online, and to reduce the acceptance of hate speech by reporting and denouncing it.
The Roma Youth Action Plan is a response of the Council of Europe to challenges faced by Roma young people in Europe, particularly in relation to their empowerment, participation in policy decision-making processes and structures at European level, and multiple realities of discrimination.
The Objective of the Youth Co-operation Programme of the North-South Centre is to provide training and capacity building for young people and youth organisations as well as to facilitate their participation in decision and policy making, in the framework of quadrilogue initiatives. This work is developed in close co-operation with youth organisations, the Youth Department of the Council of Europe, the EU-CoE youth partnership and other relevant institutions working in the youth field.
