The Council of Europe Office team and experts in Chisinau, with the contribution of representatives of the Minister of Interior (MI), National Inspectorate for Public Security, National Inspectorate of Carabiners, Academy “Stefan cel Mare” within MI, have developed an operational manual for police officers intended to guide them in ensuring public order, both throughout election day and the entire electoral period. Police officers now have a methodological tool that explains the steps and actions to be taken to maintain the public order, as well as to identify and investigate infgringements specific to electoral periods.
The manual was also used by the trainers of the Center for Continuous Electoral Training when representatives of law enforcement bodies were trained in advance of the autumn electoral campaign period.
Following the manual’s usage during the 2023 election period, a subsequent review will take place in advance of future application during the presidential election of 2024 and the parliamentary election of 2025.
