The European and Mediterranean Major Hazards Agreement of the Council of Europe (EUR-OPA) works towards human rights based public policies. We have developed Guidelines that provide strategic orientations for further work both at national and international level with the double aim of gathering political commitment from European and Mediterranean countries governments as well as by increasing the role of people-oriented action. The “Recommendation 2016 - on the Inclusion of Migrants, Asylum Seekers and Refugees in disaster preparedness and response” adopted at the 13º Ministerial Session of EUR_OPA (2016), is the most recent example of the focus on how to achieve resilient societies in an inclusive way, and serves as basis for further work that will contribute to promote inclusive disaster risk reduction for migrants, asylum seekers and refugees.

EUR-OPA thus contributes to the International Day for Disaster Reduction, organised by UNISDR and to Target b of the Sendai Framework for Disaster Risk Reduction, achieving a reduction in the numbers of people affected by disasters.
