2024 HELP Network Conference

Council of Europe’s HELP Programme celebrates its 20 anniversary, the 2024 Annual Network Conference takes stock of its achievements and explores avenues for the future

(4-5 July 2024, Strasbourg)

This year marks the 20th Anniversary of HELP and it will be an occasion to look back at what has been achieved and explore avenues for the future. In 20 years of its existence HELP developed 54 courses on various human rights issues available in 658 translated versions in 40+ languages and has reached out to some 160,000 users. All the courses can be freely accessed in self-learning format (open access, self-paced, certified) on the HELP e-learning platform.

The event is held under the aegis of the Lithuanian Presidency of the Committee of Ministers.

The working languages of the Conference will be English and French (interpretation is also provided in Ukrainian). 

Background to the HELP Annual Network Conference

The Council of Europe Programme for Human Rights Education for Legal Professionals (HELP) is the main educational platform of the Council of Europe (CoE) on human rights for judges, prosecutors and lawyers. The demand for other (justice) professionals is increasing. The Council of Europe HELP Network is the only pan-European peer-to-peer human rights training network. It is made up of representatives from national training institutions for judges and prosecutors and Bar Associations of the 46 CoE member States and beyond. Other international organisations and associations of legal professionals, including the main international training institutions, such as EJTN or CCBE, are partners of the Network (see www.coe.int/help). 

The HELP Annual Network conference provides a forum to discuss ways to enhance human rights education for legal professionals, concrete implementation at national level of the European human rights standards, and how to improve co-operation among all national and international institutions. Finally, this annual meeting constitutes an occasion to discuss co-operation between HELP and partner institutions, particularly the launching of HELP courses, both at national or cross-border format.

 

The participants will be the HELP Focal/Info Points and also Directors or representatives of National Judicial Training Institutions (for Judges and/or Prosecutors) or Training Centers for Lawyers from CoE MS and beyond (South Mediterranean and Central Asia regions), as well as representatives of HELP’s main partners at European level. Members of Permanent Representations in Strasbourg are cordially invited to attend.
