A two-day seminar for judges “Ensuring human rights and access to justice in the context of transfer of jurisdiction of courts of Autonomous Republic of Crimea”, organized by the High Administrative Court of Ukraine and supported by European Union/Council of Europe joint Project “Consolidation of Justice Sector Policy Development in Ukraine” and CoE Project “Strengthening the Human Rights Protection of the Internally Displaced Persons in Ukraine” took place on 11-12 April 2016 in Kyiv.

Some 60 participants: judges and representatives of the Secretariat of the High Administrative Court of Ukraine, other High Specialized courts, Kyiv district Administrative Court, District Court of Kyiv, Kyiv Appeal Administrative court, Ombudsman Office, National School of Judges, NGOs, as well as scientists attended the event.

To ensure effectiveness of justice and coherent approach in judicial practice, presentations on international norms and standards as well as ECtHR case-law were presented to the participants covering legal, economic, social and other aspects.

Challenges related to administration of justice in administrative cases in the context of transfer of jurisdiction of courts of Autonomous Republic of Crimea and remedies for their improvements, taking into account experience of other countries were discussed during the seminar. Issues on protection of IDPs rights seriously affected by challenges and deficiencies in administrative justice were the subject of broad discussion.
