In the framework of the EU and Council of Europe continuous assistance to the public authorities in Albania to further align the legislation in the field of property rights with the European Court of Human Rights standards, a a two-day workshop, was organised in the city of Korça involving the Director and the staff of the Agency for Treatment of Properties. The participants were engaged in important discussions aimed at transforming challenges into objectives and implementing concrete measures to comprehensively address outstanding claims for property return and compensation. Since the enactment of legal changes in May 2023, the Agency has conducted a comprehensive assessment of the necessary steps required to comply with its legal obligations within December 2024 as stipulated by the new law. .

During the workshop, participants acquired knowledge of planning tools that integrate setting SMART goals within the legal timelines, as well as improved resource allocation and management. Additionally, the importance of monitoring progress and reporting was emphasised.

This activity represents a continuation of the support provided to the Albanian authorities in the development of the legal and sublegal framework within the scope of the "Improving the protection of the right to property and facilitating the execution of ECtHR judgments in Albania" action under the EU and Council of Europe joint programme "Horizontal Facility for the Western Balkans and Türkiye ".
