Albanian public authorities renew cooperation for a sustainable institutional framework on property rights, in line with European standards.

Key partners and main beneficiaries of the EU and Council of Europe joint action on "Improving the protection of the right to property and facilitating executions of ECtHR judgments in Albania (D-REX III)” actively participated in the second Steering Committee Meeting of the action held in Tirana.

 

Within the continuous efforts of the D-REX III action to ensure that rights-holders in Albania can exercise their right to property, in accordance with European Court of Human Rights (ECtHR) judgments, various partner institutions from both administrative and judiciary bodies discussed some of the main results and exchanged ideas on how to advance and ensure the sustainability of the achieved results.

 

During the meeting, partners and beneficiaries had the opportunity to discuss and agree on key priorities for the future, including:
 

  • The immediate need to strengthen inter-institutional coordination between central governmental institutions, as well as civil society and academia.
     
  • Strengthening access to information on the ECtHR judgments on Albania and their method of execution in legally clear language for judges and legal advisors.
     
  • Enhancing the technical capacities of staff directly involved in the treatment of property-related issues, with the aim to ethically address services to the public.

 

In the upcoming period, the D-REX III action will continue to build upon cooperation with the Ministry of Justice, State Advocate’s Office, State Cadastre Agency, Agency of the Treatment of Property, judicial institutions, academia, and civil society organisations, aiming to improve the current institutional status quo on property rights and execution of judgments, in accordance with ECtHR practices.

This activity was conducted in the framework of the EU and Council of Europe joint programme “Horizontal Facility for the Western Balkans and Türkiye,” which enables the beneficiaries to meet their reform agendas in the fields of human rights, rule of law, and democracy and to comply with European standards, which is also a priority for the EU enlargement process.
