Senior representatives of High Courts and Justice Government bodies from Western Balkans gathered in Pogradec, Albania, to exchange on best practices for harmonising domestic caselaw and gain further understanding on European Court of Human Rights (ECtHR) tools to support such endeavours.

Organised with the support of the European Union and the Council of Europe, the event served as a platform for sharing knowledge and tools to harmonise, develop and improve domestic practices, while ensuring legal certainty in accordance with European standards.

This initiative builds upon ongoing efforts of the Supreme Court of Albania in developing harmonisation tools such as legal instruments for prioritisation of cases; publication of caselaw digests for practitioners as well as forums for discussion of its key decisions with judges of the appeals and district courts, the later supported the action. Caselaw harmonisation is paramount to ensure an effective application of the convention and preventing numerous complaints being brought to the European Court of Human Rights.

This event was organised as part of the action "Enhance the protection of the right to property and facilitate the execution of ECtHR judgments in Albania" within the European Union and Council of Europe joint programme "Horizontal Facility for the Western Balkans and Türkiye."
