The Working Group for drafting the Rulebook on the Procedure for Election of Members of the High Prosecutorial Council took place at Srebrno jezero on 4-5 April 2024, with the support of the project "Support for the Implementation of Judicial Reform in Serbia". The working group of the High Prosecutorial Council brought together members of the HPC, public prosecutors throughout Serbia, civil society, and professional associations of public prosecutors.

Based on the new legal framework, existing Rulebook, and best European practices, a local Council of Europe expert prepared and presented a draft of the Rulebook to the Working Group. Members of the Working group, guided by the local expert, defined the subject of the Rulebook, the procedure for the election of HPC members, election lists, voting materials, polling stations and polling committees, and election irregularities complaints.

The Rulebook at hand, alongside the Rules of Procedure for the Election Commission, provides full alignment with the new legal framework, giving a greater extent of protection of election rights. The project "Support for the Implementation of Judicial Reform in Serbia" will continue to support the prosecutorial council in the process of developing implementation bylaws.
