Workshop on supporting Digital Transformation of Hellenic Judiciary through change management

A workshop held on 10 April 2024 in Athens co-organised by the TJENI project and the Hellenic Ministry of Justice, addressed several aspects of reform in the Greek judicial system and its management. The workshop was opened by the Secretary General of Justice and Human Rights of the MoJ Mr. Panos Alexandris. The user perspectives of the digital transformation as well as the conclusions and relevant recommendations based on the change management needs assessment were presented by the CoE consultant Ms. Léa-Rose Stoian Urbano. The results of the survey of users (internal and external) conducted by IMR/University of Nicosia were also shared with the participants.  Cypriot experience, presented by Capacitors Partners Ltd, offered valuable lessons from the Cypriot Police's digital transformation journey. Additionally, experience of Greek judges was shared by Mr. Epameinondas Troulinos, Presiding Judge of the First Instance Administrative Court of Thessaloniki, and other judges participating in the workshop. Mr. Petros Alikakos, President of the Court of General Jurisdiction of Thessaloniki, presented the capacity of the School of Judiciary to support the reform through training. Ms Maria Toula, Head of the e-Governance Directorate of the Hellenic Ministry of Justice provided concluding remarks highlighting the importance of the initiative during this critical reform period of the Greek judiciary.

The discussions focused on the needs in streamlining and digitalising of court processes, users’ involvement, collection and consideration of feedback, raising awareness about the forthcoming change and supporting acceptance through various training programmes. The participants also discussed the threats and opportunities associated with the use of AI-based tools within the justice field. The workshop underscored the commitment of the Greek stakeholders to the digital transformation and adherence to the rule of law and human rights standards.
