The main objectives of the project are the development of constitutional justice in Ukraine, fostering expertise and exchange of experience, as well as promotion of dialogue between the Constitutional Court of Ukraine (Court) and a constitutional court from a European Union Member State (EU Member State), building capacitates of the Court regarding the coherent interpretation of human rights standards, doctrines and principles, based on methodologies and approaches of interpretation applied by the European Court of Human Rights and the European Court of Justice.

Main partners and beneficiaries: Constitutional Court of Ukraine, Parliamentary Committee on Legal Policy 

 The quality of legal interpretation of the Constitutional Court of Ukraine improved, with reference to the respective European standards, including the case-law of the European Court of Human Rights and European Court of Justice. The Court strengthened capacity contributes to the delivery of constitutional justice through an increased quality of legal interpretation with due regard to the standards of the European Convention on Human Rights and the Charter of Fundamental Rights of the European Union. 

The Constitutional Court of Ukraine institutional capacity strengthened through access to best practices of a constitutional court in an EU member State. The Constitutional Court of Ukraine equipped and starts to apply the best practices of its European counterparts.

Key activities include conferences, consultancies, expert work, publications, round tables, workshops, study visits. The project plans targeted capacity building activities provided to the Court on the key elements of interpretation of conventional mechanisms and fundamental rights in the case-law of the European Court of Human Rights and the European Court of Justice. The project also plans to conduct the analysis of the implementation of the European Court of Human Rights interpretation principles in the case-law of the Constitutional Court of Ukraine. The project plans a series of Twinning activities delivered, including an exchange of visits, workshops and thematic roundtables between the Constitutional Court of Ukraine and a constitutional court in an EU Member State
