This project aims at to raise awareness on rights of national minorities in Kosovo* and to foster reconciliation and societal cohesion at different levels of society, enabling minority rights-holders to better exercise their rights.

  • Integrating the Framework Convention for the Protection of National Minorities (FCNM) standards in the daily work of institutions in charge of minority issues at national and local level.
  • Enhancing the use of minority languages in the public administration and in the higher education sector in line with European standards, in particular the European Charter for Regional or Minority Languages.
  • Raising institutional and societal awareness on the rights of national minorities and relevant European standards.
  • Support the Technical Group in charge of co-ordinating the implementation of AC/FCNM recommendations.
  • Build capacities of law enforcement officials to address (hate) crimes based on ethnic or religious grounds, in line with European standards and available Council of Europe tools.
  • Support the development of Training Modules based on Council of Europe minority standards, in particular the European Charter for Regional or Minority Languages, and their rolling in the higher education sector.
  • Assist local public institutions in increasing and improving the use of minority languages including through pilot projects.
  • Implement local initiatives targeting youth, local authorities, and the civil society to increase societal awareness on FCNM.
  • Support minority media to increase the awareness of the general public about issues affecting minorities and relevant European standards.

  • Strengthen the capacities of institutions in Kosovo* to better uphold and protect the rights of minority groups in accordance with European standards.
  • Promote the use of minority languages in the public domain, in line with the European standards.
  • Enhance public awareness of tolerance and non-discrimination principles.

*All reference to Kosovo, whether to the territory, institutions or population, shall be understood in full compliance with United Nations Security Council resolution 1244 and without prejudice to the status of Kosovo.

Duration: 24 months (July 2024 - June 2026)
