Improving the protection of the right to property and facilitating execution of ECtHR judgments in Albania (D-REX III)
The main objective of the project is to ensure that rights-holders in Albania enjoy better human rights through improved domestic capacity to enforce property rights and execute the related ECtHR judgments.

- Domestic stakeholders have strengthened co-operation and enhanced capacities to execute the European Court of Human Rights judgments.
- The role and capacities of the higher courts in Albania to harmonise domestic practice are reinforced.
- Legislation in the field of property rights is better aligned with the ECtHR standards.
- Institutional and court practitioners at central and local levels have their capacities strengthened to efficiently implement domestic legislation in the field of property rights
- Rights-holders in Albania, including vulnerable groups, are better informed about their rights and how to claim them (with a specific focus to the protection of property rights).
Key Activities
- Regular meetings between the State Advocate and other domestic stakeholders involved in the execution process.
- Establishment of judicial harmonisation forums under the leadership of the High Court.
- Enhancement of research and documentation capacities of the High and Constitutional Courts based on the Council of Europe best practices.
- Technical advice and legal assistance in completion of domestic legislation in the field of property rights.
- Regional forums and roundtables among the actors involved in the property rights reform.
- Capacity-building activities of staff of the Agency for the Treatment of Property, State Agency of Cadaster, Courts, Bar Association and courts at central and local levels on coherent and unified application of domestic legislation in the field of property rights.
- Awareness-raising campaign targeting rights-holders in Albania about their rights and the way to claim them.
- Capacity-building of representatives of civil society organisations, academia and local communities to better inform rights-holders in Albania about their rights.
