La conférence s’adressait à des responsables de l’élaboration de curriculums et de la formation d’enseignants de toutes les matières scolaires.
Les représentants nationaux avaient été nommés par les autorités éducatives nationales.

L’objectif du séminaire était de s’appuyer sur l’expertise des participants pour appréhender les défis potentiels dans la mise en œuvre des recommandations contenues dans le projet de Guide sur la même thématique (lancement lors de la Conférence intergouvernementale du 14 et 15 octobre 2015) et d’entendre des suggestions visant à soutenir et faciliter sa mise en œuvre.

La langue est l’outil majeur de l’enseignement et de l’apprentissage. C’est aussi le moyen par lequel les apprenants peuvent faire la preuve de leurs connaissances et de leur compréhension. La compétence en langues est ainsi la base de tout apprentissage réussi.
Cette rencontre a été l’occasion d’une discussion entre responsables de politiques éducatives ou de l’élaboration de curriculums (pour toutes les matières scolaires) sur le rôle des politiques linguistiques pour la prévention de l’échec scolaire, pour la qualité et l’inclusion en éducation.
Participants: Représentants nationaux nommés par les autorités éducatives nationales.

Participants : un nombre restreint de membres du « Réseau européen d’instituts ou départements ministériels responsables du développement de curriculums ».
Objectifs : à l’instar des deux précédents dans cette série, ce séminaire (enseignement primaire) était destiné à promouvoir les valeurs et les approches présentées dans le Guide pour le développement et la mise en œuvre de curriculums pour une éducation plurilingue et interculturelle de façon concrète et efficace

- (ii) présenter et comparer les procédures relatives à l'élaboration de cadres visant à concrétiser la notion de littératie spécifique à une matière

Ce forum politique intergouvernemental a été offert au Conseil de l’Europe par les autorités suisses et a été organisé conjointement par la Conférence suisse des directeurs cantonaux de l’Instruction publique (CDIP) et la Division des Politiques linguistiques.

La participation à ce Forum était limitée aux délégués nommés officiellement par les autorités nationales (Comité directeur de l’éducation) et aux organisations internationales non-gouvernementales (OING) ayant le statut participatif auprès du Conseil de l’Europe (selon leur profil).

La conférence de 2007 a fait progresser les travaux en vue de l’élaboration d’un cadre commun de référence (sous la forme d'une plateforme électronique) destinée à faciliter l’élaboration de politiques et de pratiques capables de relever les principaux défis liés à la langue de scolarisation.

La conférence de 2006 a marqué le départ du projet sur les langues de scolarisation dans le contexte plus large de la notion de « langues de l’éducation » ; il s’agissait de la première consultation officielle des Etats membres, en vue d’obtenir des réactions et de définir les futures orientations.
