Résumé
Ce texte inscrit l'éducation plurilingue et interculturelle dans la logique du droit à l'éducation. Il s'agit d'un changement de perspective dans la mesure où le parcours scolaire est alors conçu comme devant notamment permettre à celles et ceux qui s'y engagent d'exercer les droits à l'éducation dont ils sont titulaires. L'éducation langagière, posée ici comme plurilingue et interculturelle, devient alors cette composante du processus de formation qui, en relation aux finalités générales déclarées de l'Ecole et aux droits des apprenants, met les langues au service d'une éducation de qualité.
Après avoir souligné le caractère transversal d'une éducation langagière prenant en compte le répertoire des apprenants, les langues présentes dans l'école (langue de scolarisation et autres langues, enseignées ou non) et leurs rapports aux usages sociaux hors de l'école, le texte s'ordonne selon une mise en relation entre les droits des apprenants et les formes scolaires de l'activité langagière.

Résumé
Ce texte vise essentiellement :à clarifier les notions de multilinguisme sociétal et de plurilinguisme individuel, à la suite d'autres textes du Conseil de l'Europe ;
- à caractériser l'éducation plurilingue et interculturelle ;
- à en montrer le caractère ordinaire
- et à en souligner la nécessité :
- pour remettre en évidence la place cruciale de la compétence en langues dans la réussite scolaire et donc sociale ;
- pour reconstituer l'unité de la compétence langagière, fragmentée en différentes matières scolaires ;
- pour que, dans un monde multipolaire, la connaissance des langues ne soit pas réduite à l'efficacité, pourtant nécessaire, de la communication langagière ;
- pour que l'apprentissage et l'utilisation des langues soient un lieu d'expérience de la diversité, un espace de communication humaine et contribuent ainsi, à leur manière, à la formation de la personne et du citoyen européen.

Ce texte aborde quelques aspects liés à la faisabilité d'une éducation plurilingue et interculturelle à différents niveaux (national, régional, local) et il s'adresse de façon spécifique aux décideurs à chacun de ces niveaux. Les aspects de la faisabilité, ici rapidement esquissés, seront repris et approfondis, par la suite, par d'autres textes. Il importe, toutefois, que l'on commence à s'interroger sur les conditions minimales et sur les étapes nécessaires à suivre en vue de la construction graduelle d'une éducation plurilingue et interculturelle.

L'éducation plurilingue et interculturelle a pour finalité de former des individus doués de compétences plurilingues et interculturelles. Ce texte décrit des scénarios dans lesquels les potentialités individuelles pour ce genre de compétences peuvent se développer, étant entendu que les résultats seront différents selon les individus.
En outre, l'éducation plurilingue et interculturelle, comme n'importe quel autre projet de formation, requiert une contextualisation : toutes les entrées et toutes les configurations possibles de langues ne conviennent pas à toutes les situations. Pour chacune il importe d'identifier le/s point/s d'accès le/s plus aisé/s, qui permet(tent) un parcours partant de ce qui est déjà là et aboutissant, à terme, à un projet d'éducation plurilingue et interculturelle plus articulé et complexe. A l'aide d'ébauches de scénarios curriculaires, ce texte se propose d'illustrer, de façon rapide et schématique, quelques exemples d'entrées dans un projet d'éducation plurilingue et interculturelle et des esquisses d'agencements possibles de certaines de ses composantes.

Résumé
Les sociétés contemporaines sont multiculturelles et l'Europe dans son ensemble est multiculturelle. Bien qu'il en ait toujours été ainsi, la complexité s'accroît sous l'effet de la mobilité et des migrations. Il importe donc d'éclaircir les conséquences de ce phénomène de société pour les individus qui sont potentiellement ou effectivement pluriculturels, puisque leur vie sociale est multiculturelle. Les risques que fait courir à la cohésion sociale le développement du multiculturalisme doivent être désamorcés par l'éducation au dialogue interculturel, qui dépend de l'acquisition de compétences interculturelles. L'enseignement obligatoire est donc requis de répondre à cette situation et de développer les compétences interculturelles des apprenants.
Ceci peut être accompli par le biais d'une éducation langagière qui permette aux apprenants de se familiariser avec d'autres cultures présentes à l'extérieur ou à l'intérieur de leur société. Les systèmes éducatifs peuvent aussi donner aux apprenants accès à d'autres cultures et à d'autres manières de penser à l'intérieur même du curriculum, notamment en les aidant à comprendre les cultures propres aux diverses matières scolaires ainsi que les modes spécifiques d'être et de percevoir de chacune de ces matières ou d'un groupe de matières, par exemple pour l'histoire comme matière ou les sciences sociales comme ensemble de disciplines. L'école met ainsi les apprenants en contact avec différents types de « culture », notion qui demande d'ailleurs à être soigneusement définie.

La présente étude, qui s’inscrit au sein du projet d’élaboration d’un Document européen pour l’intégration linguistique et éducative d’enfants et d’adolescents issus de l’immigration, vise à expliciter les principes, les concepts, les orientations et les objectifs éducatifs de la valorisation à l’école des répertoires plurilingues des élèves issus des migrations, tout en offrant aux décideurs et praticiens des pistes pratiques pour la mobilisation de la pluralité, construites sur le respect des personnes et des besoins, et orientées vers une éthique de l’engagement et de la cohésion sociale.
Cette étude expose des moyens de reconnaître, développer et exploiter les répertoires plurilingues des apprenants issus de l’immigration ; elle propose également des liens vers des ressources élaborées dans divers pays et différentes langues.

En Europe et dans de nombreux autres pays à travers le monde, les décideurs politiques adhèrent sans réserve au principe de fonder les politiques éducatives sur des données et leur analyse. La plupart d’entre eux s’accordent à dire qu’il importe d’appliquer les conclusions de la recherche empirique pour améliorer les résultats scolaires des apprenants socialement et économiquement marginalisés, ces derniers connaissant en effet un taux d’échec scolaire anormalement élevé.
Dans quelle mesure les tentatives récentes de mise en œuvre de politiques fondées sur des données et leur analyse ont-elles porté leurs fruits ? Le bilan est mitigé.

Pour obtenir de bons résultats scolaires, les élèves issus de l’immigration ne doivent pas seulement pouvoir s’exprimer avec aisance dans la langue de scolarisation : ils doivent également maîtriser les divers types de discours académiques spécifiques aux différentes matières du curriculum. Etant donné que le savoir est pratiquement indissociable de la langue qui le concrétise, le projet « Langues dans l’éducation, langues pour l’éducation » défend l’idée que tous les enseignants doivent être des enseignants de langue, au sens où ils connaissent les exigences langagières de leur(s) matière(s) et les stratégies appropriées de soutien linguistique. Cette étude propose quelques solutions possibles.

La diversité linguistique est devenue une caractéristique fréquente des écoles. A ce titre, elle mérite d’occuper une place centrale dans l’action pédagogique des éducateurs et des enseignants. La plupart des enfants issus de l’immigration mènent des vies bilingues voire plurilingues, apportant de multiples langues et compétences langagières dans les écoles. Cette étude s’intéresse aux méthodes permettant d’organiser l’intégration linguistique des enfants et des jeunes bilingues et plurilingues en s’appuyant sur une collaboration entre les élèves, les parents, les enseignants et d’autres spécialistes de l’éducation ainsi qu’entre les établissements scolaires et d’autres institutions.

La finalité de ce Guide est de proposer un instrument d'analyse qui serve de document de référence à l'élaboration ou à la réorganisation des enseignements de langue dans les états membres. Il se propose de répondre à la nécessité d'élaborer des politiques linguistiques en faveur du plurilinguisme et de la diversification suivant une démarche délibérée et constituée par une somme de décisions connectées les unes avec les autres. Ce Guide ne suggère aucune mesure de politique linguistique éducative particulière, mais il a pour ambition de clarifier les enjeux et les réponses possibles en accord avec des principes partagés.
Présentation détaillée des deux versions et des Etudes de référence
Le Guide s'adresse à ceux qui influencent, formulent et mettent en oeuvre les politiques linguistiques éducatives à tout niveau. Il propose des approches pour le développement de politiques plutôt que des politiques en tant que telles, et est conçu de manière à prendre en compte les besoins de contextes éducatifs divers.

L'Autobiographie de rencontres interculturelles est un outil conçu pour promouvoir le dialogue interculturel. Il s'agit d'un document personnel qui encourage les utilisateurs à la réflexion sur les rencontres interculturelles qui les ont marqués et à en tirer des enseignements. Elle convient à un usage pluridisciplinaire et général adapté à des contextes éducatifs formels et non-formels.
Une rencontre interculturelle peut prendre la forme d'une expérience partagée par des personnes de pays distincts ou par des individus su même pays mais d'origines culturelles différentes, qu'elles soient régionales, linguistiques, ethniques ou religieuses. L'Autobiographie sert donc la cause du respect de la diversité à la fois à l'intérieur d'un pays et de part et d'autre des frontières.

Le CARAP - Cadre de Référence pour les Approches Plurielles des langues et des cultures vise à faciliter le développement et l’enrichissement continu des compétences plurilingues et interculturelles des individus apprenants. En complément du Cadre européen commun de référence pour les langues, le Portfolio européen des langues et en appui sur les principes développés par le Guide pour l’élaboration des politiques linguistiques éducatives en Europe, le CARAP explicite de manière organisée les ressources et compétences que les approches plurielles permettent de construire. Les approches plurielles reposent sur l’abandon d’une vision « cloisonnante » de la / des compétence(s) des individus en matière de langues et de cultures. Cette compétence n'est pas conçue comme un ensemble de compétences distinctes et séparées, mais comme une compétence plurilingue et pluriculturelle qui englobe l'ensemble des variétés linguistiques dont chacun d'entre eux dispose. Le développement de cette compétence profite ainsi à chacu ne des variétés qui composent le répertoire des apprenants et notamment aux langues qui sont enseignées à l'école. De plus, une banque en ligne de matériaux didactiques propose des activités d'enseignement-apprentissage relevant de ces approches, dans une grande variété de langues, qui visent au développement des compétences plurilingues et pluriculturelles à tous niveaux d'apprentissage.
