On 4 December 2020, the PACE Committee on Migration, Refugees and Displaced Persons submitted three reports to the PACE Standing Committee, which adopted the following resolutions and recommendations:
- Resolution 2354 (2020) and Recommendation 2190 (2020) on “Effective guardianship for unaccompanied and separated migrant children”, based on a report by Ms Rósa Björk Brynjólfsdóttir (Iceland, UEL);
- Resolution 2355 (2020) and Recommendation 2191 (2020) on investment migration, based on a report by Mr Mr Aleksander Pociej (Poland, EPP/CD); and
- Resolution 2356 (2020) and Recommendation 2192 (2020) on rights and obligations of NGOs assisting refugees and migrants in Europe.
On 4 December 2020, the PACE Migration Committee appointed Mr Pierre-Alain Fridez (Switzerland, SOC) as rapporteur on pushbacks on land and sea: illegal measures of migration management and heard the Commissioner for Human Rights Ms Dunja Mijatovic as well as Mr Andreas Wissner, UNHCR Representative. Both underlined the importance for national authorities to investigate allegations of violence against irregular migrants at borders, in particular external EU borders.
On 4 December 2020, the UK Parliament organised a European web-conference on voluntary relocations of child refugees. The event was organised as a step in the preparation of a report on “voluntary relocation of migrants, asylum seekers and refugees in need of humanitarian protection” by Lord Dundee (United Kingdom, EC/DA).
On 2 December 2020, PACE Committee on Migration, Refugees and Displaced Persons adopted unanimously a report on Protecting and assisting victims of arbitrary displacement by Mr Fabien Gouttefarde (France, ALDE).
