The Council of Europe project on “Supporting Freedom of Expression and Media in Georgia (SFEM-GE)” is looking for Provider(s) for the provision of national consultancy services on the following topic(s):
- Protection and safety of journalists (law and practice)
- Media regulation (under the Law of Georgia on Broadcasting and other related legislative acts)
- Strategic Lawsuits Against Public Participation (SLAPPs)
- Human rights and freedom of expression (ECtHR, Council of Europe standards and relevant Georgian legislation)
- Research in the field of media and journalism (media landscape assessment, etc.).
Eligibility criteria:
- A university degree in law / political sciences / social sciences / international relations / public administration / journalism / communication
- At least one year of professional experience in Georgia, in at least one of the abovementioned topic(s) of the tender
- Excellent command of Georgian language (native speaker level).
Documents to be provided:
- A completed and signed copy of the Act of Engagement
- Detailed CV(s), preferably in Europass Format:
- demonstrating clearly that the tenderer fulfils the eligibility criteria
- including information about knowledge of Georgian and English languages
- highlighting the experience relevant for the topics of the Tender, preferably accompanied with attachments or active links to the drafted documents such as expert opinions, legislation assessments, reports and other relevant materials produced by the tenderer.
- A list of all owners and executive officers, for legal persons only.

IMPORTANT:
Application will be rejected if:
- it is received after the deadline.
- if the Act of Engagement is not signed and dated.
- the CV does not demonstrate clearly that the applicant has at least one year of experience in at least one of these fields:
- Protection and safety of journalists (law and practice)
- Media regulation (under the Law of Georgia on Broadcasting and other related legislative acts)
- Strategic Lawsuits Against Public Participation (SLAPPs)
- Human rights and freedom of expression (ECtHR, Council of Europe standards and relevant Georgian legislation)
- Research in the field of media and journalism (media landscape assessment, etc.).
- the CV does not demonstrate clearly that the applicant has the University degree in law / political sciences / social sciences / international relations / public administration / journalism / communication
- the CV does not demonstrate/indicate excellent command of Georgian language (native speaker level).
- the application lacks the list of all owners and executive officers, for legal persons only.
