Presentation of a Monitoring Tool to Assess Prevention of Violence Against Women and Domestic Violence in Georgia

On July 10th, a monitoring tool – specifically  crafted to evaluate the impact of prevention mechanisms, including gathering essential data concerning the prevention of violence against women (VAW) and domestic violence (DV) – was launched. Developed for the Public Defender’s Office with the assistance of the Council of Europe, the tool’s potential is to transform the landscape of prevention strategies in Georgia. The monitoring tool is firmly rooted in the prevention pillar of the Council of Europe Convention on Preventing and Combating Violence against Women and Domestic Violence.

During the presentation, Levan Ioseliani, the Public Defender of Georgia, emphasised that the tool"will guide us in evaluating the effectiveness of state agencies, enabling us to make assessments based on clear criteria." Stefan Sirbu, Deputy Head of the Council of Europe Office in Georgia, noted that “the monitoring tool will serve as a robust mechanism to strengthen preventive measures, while also facilitating evidence-based approaches in the planning and implementation of such measures." “We hope that the monitoring tool can facilitate compliance with the Istanbul Convention and GREVIO recommendations,” highlighted Caterina Bolognese, Head of the Council of Europe’s Gender Equality Division.

The presentation featured an informative session by the GREVIO secretariat, focusing on the Convention's requirements as regards prevention measures. Council of Europe experts provided insights into the features and capabilities of the tool.

In addition to assessing awareness-raising activities and educational programs on gender equality, non-violent interpersonal relationships, human rights, VAW, and DV, the monitoring tool will incorporate administrative data, research, and surveys related to these issues.

Representatives from various non-governmental and governmental organisations positively assessed this initiative during the panel discussion. The Human Rights Secretariat of the Government Administration, General Prosecutor's Office, Ministries of Internal Affairs, of Justice, and of Science and Education, and the Human Rights and Civil Integration Committee expressed their support for the tool. They acknowledged its potential to greatly enhance data collection and improve future prevention plans based on assessment findings and recommendations.

The monitoring tool was developed within the framework of the Council of Europe's project, "Promoting an Integrated Approach to End Violence against Women and Enhancing Gender Equality in Georgia." Implementing the tool will allow Georgia to take a significant step forward in combating violence against women and domestic violence while striving for greater gender equality.
