At its meeting on 16 and 17 October 2018, the Joint Council on Youth (CMJ) adopted a set of guidelines, the purpose of which is to improve young people’s access to rights. The guidelines are addressed to member states’ national, local and regional authorities, but also youth councils and civil society organisations working towards this aim. They are to be used in conjunction with Committee of Ministers’ Recommendation CM/Rec(2016)7 and other documents such as national youth policies and the Council of Europe’s youth policy.
The guidelines do not replace the recommendation, rather they seek to support and monitor its implementation.
They cover the following aspects:
- a rightsbased approach;
- awareness raising of agebased discrimination;
- the prioritisation and implementation of measures and activities;
- a review of the implementation of the Recommendation.
