2018‐19 Priorities of the Council of Europe’s Youth Sector
The strategic priorities for each biennial programme of the youth sector are defined by the Joint Council on Youth, which is the central co‐managed political body of the youth sector.
The three strategic priorities for the 2018‐19 biennium will be to focus on:
- access to rights;
- youth participation and youth work;
- inclusive and peaceful societies.
The Programming Committee on Youth is the co‐managed body taking decisions on the programme of the youth sector, including the grants awarded by the European Youth Foundation.
When taking its decisions, the Programming Committee on Youth examines a proposed project’s links with the expected results and how it can contribute to achieving the overall objectives of the youth sector.
The following expected results and programme orientations have been defined for 2018‐19.
Les jeunes et les organisations de jeunesse ont bénéficié d’un soutien dans leur action pour accéder à leurs droits et promouvoir l’éducation aux droits de l’homme et à la citoyenneté
Orientations du programme :
- mise en œuvre et diffusion de la Recommandation du Comité des Ministres CM/Rec(2016)7 sur l'accès des jeunes aux droits (suite à une feuille de route approuvée par le Conseil mixte en 2017) ;
- mesures de soutien en direction des États membres, des autorités locales et des organisations de jeunesse pour la mise en œuvre et la révision de la Recommandation du Comité des Ministres CM/Rec(2015)3 sur l’accès des jeunes des quartiers défavorisés aux droits sociaux (Recommandation ENTER!) ;
- poursuite du programme Jeunesse d’éducation aux droits de l’homme, y compris l’éducation en matière de médias conduite auprès des enfants et des jeunes ;
- mise en œuvre de la Charte du Conseil de l’Europe sur l’éducation à la citoyenneté démocratique et l’éducation aux droits de l’homme, sur la base des conclusions de l’examen.
Les jeunes jouissent de leurs droits et militent pour l’éducation aux droits de l’homme et à la citoyenneté en conséquence du soutien apporté par le Conseil de l’Europe aux jeunes, aux organisations de jeunesse et aux États membres.
Le secteur jeunesse du Conseil de l’Europe consolidera l’approche fondée sur les droits qu’il applique aux politiques de jeunesse, afin de répondre aux besoins des jeunes dans les différents domaines d’action politique. Les États membres et les organisations de jeunesse s’attacheront à promouvoir l’accès de tous les jeunes à leurs droits au moyen de mesures visant à soutenir la mise en œuvre (au niveau local, national et européen) des Recommandations du Comité des Ministres CM/Rec(2016)7 sur l’accès des jeunes aux droits et CM/Rec(2015)3 sur l’accès des jeunes des quartiers défavorisés aux droits sociaux. Une attention particulière sera portée à la poursuite du programme Jeunesse d’éducation aux droits de l’homme, en ligne et hors ligne, à l’examen de la mise en œuvre de la Charte ECD/EDH et des expériences pertinentes de la campagne contre le discours de haine, à l’évaluation et aux développements les plus récents au sein du Conseil de l’Europe en matière d’éducation à l’internet et aux médias.
Les organisations de jeunesse et les États membres ont bénéficié d’un soutien dans leur action pour développer la politique de jeunesse et le travail de jeunesse en faveur de la participation démocratique des jeunes
Orientations du programme : Participation des jeunes
- Supprimer les obstacles (y compris juridiques) pour permettre à la société civile des jeunes de s’organiser et de participer ;
- faciliter la participation des jeunes aux processus de gouvernance de l’internet (en prenant en compte les résultats de l’évaluation de la campagne contre le discours de haine) ;
- aider les États membres et les organisations de jeunesse à mettre en œuvre les principes de la Charte européenne révisée de la participation des jeunes à la vie locale et régionale, poursuite de la diffusion du manuel « Parole aux jeunes ! » auprès des pouvoirs publics et du secteur non gouvernemental.
Orientations du programme : Travail de jeunesse
- Soutenir la diffusion et la mise en œuvre de la future Recommandation du Comité des Ministres sur le travail de jeunesse (suite à la feuille de route et la stratégie à moyen terme devant être développée en 2017) ;
- faciliter la diffusion du Portfolio du Conseil de l'Europe sur le travail de jeunesse ;
- déployer des mesures pour promouvoir le développement de la qualité et la reconnaissance du travail de jeunesse, de l’éducation et l’apprentissage non formels dans le programme des Centres européens de la jeunesse, et leur diffusion dans les États membres (par exemple, par la formation du personnel des centres de jeunesse ayant obtenu le label de qualité du Conseil de l’Europe pour les centres de jeunesse).
Les jeunes participent à la démocratie et au développement de la politique de jeunesse et du travail de jeunesse au niveau local, régional, national et européen en conséquence du soutien apporté par le Conseil de l’Europe aux jeunes, aux organisations de jeunesse et aux États membres.
La pérennité des valeurs fondamentales du Conseil de l’Europe repose également sur la créativité, les compétences, l’engagement social et la contribution des jeunes, ainsi que sur leur confiance dans l’avenir. Les politiques de jeunesse et la pratique du travail de jeunesse doivent aider les jeunes à concrétiser pleinement leur potentiel de membres autonomes de la société, en leur permettant de faire des projets de vie et d’exercer leur citoyenneté démocratique. Le travail de jeunesse en tant que pratique sociale contribue de manière significative à la citoyenneté active et à la participation des jeunes, en ce qu’il leur offre les possibilités d’acquérir les valeurs, les attitudes, les capacités, les connaissances et l’esprit critique qui sont nécessaires à un engagement civique effectif et à une action sociale concrète dans une culture de la démocratie. Les jeunes actifs au sein de la société civile ont besoin de soutien et d’aide pour surmonter les obstacles à leur participation et pour jouir pleinement de leur droit à la liberté d’association.
Les travailleurs de jeunesse et les organisations de jeunesse ont bénéficié d’un soutien dans leur action en faveur de la construction de la paix et du dialogue interculturel afin de prévenir et de combattre la discrimination, l’exclusion et l’extrémisme violent.
Orientations du programme : Combattre toutes les formes de discrimination et l’exclusion, en mettant l’accent sur :
- la participation des jeunes Roms ;
- l’inclusion sociale des jeunes réfugiés et leur passage de l’enfance à l’âge adulte ;
- la discrimination multiple et l’intersectionnalité (y compris l’égalité des genres, l’orientation sexuelle LGBTQI, l’identité de genre et le handicap).
Orientations du programme : Permettre aux jeunes de promouvoir des sociétés pacifiques en leur donnant la possibilité de jouer un rôle actif dans :
- le dialogue/l’apprentissage interculturel ;
- la prévention de l’extrémisme violent (suivi de la campagne contre le discours de haine) ;
- l’instauration de la paix et la transformation des conflits ;
- la coopération avec les régions voisines et d’autres régions du monde.
Les jeunes établissent et conduisent activement le dialogue interculturel en conséquence du soutien apporté par le Conseil de l’Europe aux jeunes, aux organisations de jeunesse et aux travailleurs de jeunesse dans la prévention et la lutte contre la discrimination, l’exclusion et l’extrémisme violent.
Les formes persistantes de discrimination structurelle, associées aux préjugés et au mépris, font obstacle aux perspectives d’inclusion sociale et au bien-être des groupes de jeunes vulnérables et/ou minoritaires, et notamment les jeunes Roms, les jeunes réfugiés et migrants et les jeunes handicapés. L’orientation sexuelle et l’identité de genre de ces jeunes peuvent aggraver leur vulnérabilité. Enfin, les fragilités mentales sont aussi un terrain de discrimination à leur encontre. Prévenir et combattre la discrimination, pour permettre la participation des jeunes, reste une priorité de la politique de jeunesse du Conseil de l’Europe et une préoccupation constante pour ses partenaires. En outre, la vie de trop nombreux jeunes est encore et toujours marquée par des situations de conflits armés et leurs séquelles. Les organisations de jeunesse et les animateurs ont un rôle important à jouer qui consiste notamment à soutenir les jeunes dans ces situations et à promouvoir l’application des normes et expériences du Conseil de l’Europe dans tous les États membres, mais aussi à favoriser le dialogue interculturel avec les régions voisines et faire participer les jeunes à des activités de restauration de la confiance et de transformation des conflits dans l’esprit de la Résolution du Conseil de sécurité des Nations Unies sur la jeunesse, la paix et la sécurité, et du Livre blanc sur le dialogue interculturel.
