Jorge joined the former Portuguese Youth Institute in 1991 and gained experience in multiple youth policies areas, including international cooperation and the Youth Card. In 2000, he became director of the Youth Information Department of the former Portuguese Youth Institute (IPJ). After assuming the Programmes Department at IPJ (2004), he became director of the IPJ Department of Information, Communication and International Relations (DICRI) in 2007, a role that he kept in 2012 when IPJ was merged with the former National Sport Institute to create the current Portuguese Institute of Sport and Youth (IPDJ). In October 2022, he was elected chairperson of the Council of Europe’s Steering Committee for Youth.
