The primary objective of the visit was to examine the progress made as regards the implementation of previous CPT recommendations concerning the situation of patients in civil and forensic psychiatric hospitals and of residents of psycho-neurological boarding homes (PNIs). The main conclusions of the CPT are set out in the executive summary of the report.

In their response, the Russian authorities provide information on the measures taken to implement the recommendations made in the CPT’s report.

The CPT report and the response of the Russian authorities have been made public at the request of the Russian Government.

Mark Kelly, Head of the CPT delegation and 1st Vice-President of the CPT, said in this regard: “As our Committee has repeatedly emphasised, transparency about its findings and recommendations can be indicative of the strength of a State's commitment to ensure protection of the rights of persons deprived of their liberty and its willingness to address shortcomings. The CPT therefore welcomes the decision of the Russian authorities to request the publication of this report and looks forward to a time when all of the remaining CPT's reports on its visits to the Russian Federation will be published.”
