Bernard Dickens, professeur à l’Université de Toronto (spécialiste du droit de la santé), a participé au processus d’élaboration de la loi.
Le document a ensuite été transmis aux différents ministères, départements et agences gouvernementales, dont les commentaires ont été pris en considération.
Les prochaines étapes devraient consister à examiner ce document : (a) au sein du système présidentiel et, ultérieurement (b) au Parlement.
