Back Council of Europe anti-torture Committee (CPT) carries out a visit to Romania

The European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) carried out an ad hoc visit to Romania from 30 September to 11 October 2024. The focus of the visit was the treatment and conditions of detention of forensic psychiatric patients in the Romanian Psychiatric and Safety Measures Hospitals.

The delegation visited all four existing Psychiatric and Safety Measures Hospitals in the country, in order to assess the implementation of the relevant recommendations made by the Committee, in particular after its previous ad hoc visit in 2022.

The delegation met with Alexandru Rafila, Minister of Health, Adriana Pistol, State Secretary at the same Ministry, as well as Cătălina Constantin, Director of the National Center for Mental Health and the Fight Against Drugs, and other officials from the Ministries of Health and Justice.

At the end of the visit, the delegation presented the Romanian authorities with its preliminary observations.

The visit was carried out by the following CPT members:

  • Gautam Gulati

They were supported by Dalia Žukauskienė and Laura Ielciu-Erel of the CPT Secretariat and assisted by an expert, Clive Meux, forensic psychiatrist, United Kingdom.

The report following this visit is expected to be adopted by the CPT in March 2025 and subsequently communicated to the Romanian authorities, with recommendations aimed at improving the situation for forensic psychiatric patients.

  • Jebel Psychiatric and Safety Measures Hospital
  • Ștei Psychiatric and Safety Measures Hospital
  • Săpoca Psychiatric and Safety Measures Hospital
  • Pădureni-Grajduri Psychiatric and Safety Measures Hospital.
