Herwig van Staa : ''There is no level of government which has a monopoly on decision-making''
''When we speak of Multilevel Governance, we are recognising that there is no level of government which has a monopoly on authority and decision-making. Governance is a shared process, aimed at serving our citizens in the best possible way,'' stated Herwig van Staa (Austria, EPP/CCE), addressing the participants to the Meeting of the Contact Group ''Committee of the Regions – Congress'', in Brussels, on 18 November 2014. “The Congress supported the Committee of the Regions’ Charter for Multilevel Governance. We consider the Charter as a contribution to building a democratic European Union and also to stimulate public sector innovation activities in Europe. The Charter is an important awareness-raising and communications tool that brings the EU closer to its citizens. It also serves as an important tool for refining and implementing EU policies,” he underlined.
