On 17 October 2023, Ambassador Ion Jinga, Permanent Representative of Romania, signed the Additional Protocol to the European Charter of Local Self-Government on the right to participate in the affairs of a local authority (CETS 207), in the presence of the Council of Europe Deputy Secretary General, Bjørn Berge and the Council of Europe Congress Secretary General Mathieu Mori.

The Congress welcomes this signature, which follows on from Recommendation 494 (2023) on the application of the European Charter of Local Self-Government by Romania, which has been a party to the Charter since 1998.
