The objective of the visit was to examine the treatment, conditions of detention, legal safeguards and quality of healthcare provided to foreign nationals held in four of the nine operating CPRs throughout the country.
In the course of the visit, the delegation held consultations with senior officials from the Ministries of Interior, Justice and Health. Further, meetings were held with the newly appointed Board of the National Guarantor of the Rights of Persons Deprived of their Liberty which operates as the Italian National Preventive Mechanism (NPM) as well as representatives of non-governmental organisations active in the area of immigration detention.
At the end of the visit, the delegation provided the Italian authorities with its preliminary observations.
The visit was carried out by Alan Mitchell, CPT President, Head of Delegation and Kristina Pardalos. They were supported by Christian Loda of the CPT Secretariat and assisted by Marius Caruana, Lead Doctor of the Migrant Health Service in Malta.
