The Governmental Committee of the European Social Charter and the European Code of Social Security holds its 149th meeting

The Governmental Committee of the European Social Charter and the European Code of Social Security is holding its 149th meeting, from 25 to 29 November 2024 Strasbourg.

Among other issues, the discussions will include the post-Vilnius process, the procedure for non-accepted provisions and the drafting of a general recommendation on education on the Charter system, following the mandate of the Committee of Ministers in 2023. The Governmental Committee will also discuss the state of submission of the ad hoc report, as well as the updates to the list of International Non-Governmental Organizations (INGOs) eligible to submit collective complaints will be another focal point.

Discussions will also focus on the conclusions of non-conformity adopted in 2023 by the ECSR on the thematic group 4 addressing the rights of children, families, and migrants:

Protecting children and young persons’ rights (Articles 7 and 17),

Ensuring maternity protection for employed women (Article 8),

Safeguarding families through social, legal, and economic measures (Article 16),

Addressing housing rights (Article 31).

The Governmental Committee has selected 43 national situations under this thematic group and will consider its follow up, including through the proposal of draft recommendations.

The meeting will also cover reflections on broader Council of Europe activities and updates on the status of the European Social Charter and its protocols.
