Training session for National Human Rights Institutions and Equality Bodies on the reform of the European Social Charter monitoring procedures

On 13 December 2023, the Department of Social Rights organised a training session for National Human Rights Institutions and Equality Bodies to explain the operational changes to the European Social Charter monitoring system, introduced by the adoption of the reform package by the Committee of Ministers on 27 September 2022. 

The Secretariat presented the main changes introduced with the reform, the main objective of which is to ensure better respect for social rights. The reform involves the modernisation of the reporting procedure and promoting enhanced dialogue between the Charter organs (the European Committee of Social Rights and the Governmental Committee) and other stakeholders (national authorities and relevant institutions and organisations, including National Human Rights Institutions and National Equality Bodies). In this respect, the enhanced role of the Governmental Committee was emphasised. 

The implementation of the new system started in January 2023. The European Committee of Social Rights and the Governmental Committee of the European Social Charter and the European Code of Social Security have decided to request an ad hoc report on the cost-of-living crisis to all State parties to the Charter.
