Two officials of the Multicultural Affairs Division of the Shizuoka Prefectural Government visited the City of Melton and the City of Salisbury—both members of the Intercultural Cities (ICC) program in Australia—from 12 to 14 March 2025 to learn about intercultural policies and practices.
Shizuoka Prefecture, a regional government in Japan, with a strong commitment to migrant inclusion, is considering joining the ICC. An official from the Japan Local Government Centre in Sydney also participated in the visit.
They also visited the state governments of Victoria and South Australia. In 2021, the South Australian government enacted the Multicultural Act, becoming the first in Australia to incorporate a provision on interculturalism into law.
Additionally, they met with several experts on multiculturalism and interculturalism in Australia. First, they met with Dr. Glenda Ballantyne, Senior Lecturer at Swinburne University of Technology and a coordinator of the Intercultural Cities Australian National Network, as well as Dr. Bulent Hass Dellal, one of the three authors of the Multicultural Framework Review, commissioned by the Australian federal government. The review was released in July 2024 to reassess multiculturalism in Australia.
They also had a meeting with Associate Professor Nana Oishi of the University of Melbourne and Associate Professor David Radford of the University of South Australia. Additionally, they paid a courtesy visit to Mr. FURUYA Tokuro, the Consul-General of Japan in Melbourne.
This study tour was coordinated and accompanied by Professor YAMAWAKI Keizo of Meiji University in Tokyo, an expert in migrant inclusion policy. From October 2024 to March 2025, he was based at the University of Queensland in Brisbane.
