Kazakhstan: Anti-corruption body publishes first report on progress implementing recommendations

The Council of Europe Group of States against Corruption (GRECO) has published the first report on Kazakhstan assessing progress made in implementing the recommendations issued to the country in the Joint First and Second Round Evaluation Report (2022). The report assesses Kazakhstan’s compliance with the Council of Europe’s anti-corruption standards regarding the independence, powers and means available to national bodies responsible for the prevention and fight against corruption, the extent and scope of immunities from investigation and prosecution for corruption offences, possibilities for seizure and confiscation of proceeds of corruption, corruption within the public administration, and the liability of legal persons for corruption offences.

“GRECO is encouraged to see that combating corruption remains a high priority on the political agenda of the country, as confirmed by ongoing legislative and institutional measures taken in the course of the reporting period”, the report reads, noting, however, that “the majority of the recommendations require a more determined action by the authorities”.

GRECO concludes that Kazakhstan has implemented satisfactorily or dealt with in a satisfactory manner four out of 27 recommendations contained in the Joint First and Second Round Evaluation Report. The implemented recommendations concerned enhanced training for prosecutors and judges on corruption-related offences; strengthening the mechanisms for tracing criminal proceeds and identifying ultimate beneficial owners, as well as reviewing the burden of evidence; further detailing the existing Code of Ethics for Civil Servants; and, finally, raising awareness among tax authorities of corruption-related matters.  

GRECO invites Kazakhstani authorities to submit additional information regarding the implementation of the outstanding recommendations by 30 September 2025.
