The purpose of this ad hoc visit was to examine the treatment of persons in prisons and to follow up on the situation found in the 2021 visit. More specifically, the visit considered the measures taken by the Lithuanian authorities in response to the long-standing CPT recommendations regarding widespread inter-prisoner violence, the abundance of illegal drugs in prisons and the lack of targeted strategies to help the large numbers of prisoners using them. To this end, the CPT delegation carried out follow-up visits to Alytus, Marijampolė, Pravieniškės, and Vilnius Prisons.
During the visit, the delegation held consultations with Evelina Dobrovolska, Minister of Justice, Rokas Uscila, Deputy Minister of Justice and Virginijus Kulikauskas, Director of the Prison Service, as well as with senior officials from the Ministry of Justice and the Prison Service.
The visit was carried out by the following members of the CPT:

They were supported by Dalia Žukauskienė of the CPT Secretariat and assisted by an expert, Marzena Ksel, medical doctor, former Head of the Medical Department of the Prison Service, Poland.

- Alytus Prison
- Marijampolė Prison
- Pravieniškės 2nd Prison
- Vilnius Prison.
