Argentina has become the 35th state to sign the Second Additional Protocol to the Convention on Cybercrime, which aims to enhance international co-operation and the disclosure of electronic evidence. The Minister of Security of Argentina, Aníbal Fernández, signed the treaty in Strasbourg in the presence of the Council of Europe´s Secretary General, Marija Pejčinović Burić.

The protocol aims to address the challenge of obtaining electronic evidence that may be stored in foreign, multiple, shifting or unknown jurisdictions. It provides tools such as direct co-operation with service providers and registrars, effective means to obtain subscriber information and traffic data, immediate co-operation in emergencies or joint investigations - that are subject to a system of human rights and rule of law, including data protection safeguards.

In their exchange, the Secretary General and the Minister discussed the need for a future United Nations treaty to contain strong human rights and rule of law safeguards, and to be consistent with the Council of Europe’s Cybercrime Convention.
