German Presidency’s workshop on the execution of the ECHR judgments

On 30 November the German Presidency of the Committee of Ministers organised an on-line workshop attended by more than 100 officials from Council of Europe member States and the Secretariat on the execution of the ECHR judgments. The workshop aimed at initiating a dialogue and providing a forum for “brainstorming” between academia and practice on ways to promote an environment conducive to prompt, full and effective execution of ECHR judgments. The goal was to develop an additional analytical framework that may give impetus to the ongoing efforts within the Council of Europe to enhance execution of ECHR judgments.

During the workshop experts presented the state and findings of compliance research today, with a focus on the Convention and ECHR judgments. Discussions between experts and Council of Europe representatives explored whether and how the findings of compliance research may be used to enhance the execution of ECHR judgments in practice.

The execution of ECHR judgments is one of the priorities of the German Presidency. A second workshop on “Delayed Execution, Deficient Execution and Non-Execution of ECHR Judgments: Taking Stock and Thinking Forward” is scheduled to be organised by the German Presidency of the Committee of Ministers in cooperation with the Hertie School of Governance on 30 April 2021.
