One of the main objectives of the visit was to examine the measures taken by the Lithuanian authorities to implement the recommendations made by the CPT after its 2008 visit to Kaunas Juvenile Remand Prison. The Committee’s delegation observed that the material conditions of detention in the establishment had considerably improved, but that much remained to be done with regard to the activities offered to remand prisoners.

The visit also provided an opportunity to review the manner in which detained persons are treated by the police; the observations made during the visit tend to confirm the positive trend in this area already noted by the CPT in 2008. However, the delegation found that little progress had been made as regards safeguards against ill-treatment and conditions of detention in police establishments.

Another issue addressed by the CPT’s delegation was the alleged existence some years ago on Lithuanian territory of secret detention facilities operated by the Central Intelligence Agency (CIA) of the United States of America. The delegation looked into the conduct of the pre-trial investigation which had been launched in relation to this matter and also visited two facilities that had been identified in this context.
