23rd meeting of the Steering Committee on Media and Information Society (CDMSI)

The 23rd meeting of the CDMSI took place on 14-15 June 2023 in Strasbourg. Committee members and observers were informed about the work progress of the expert Committees subordinated to CDMSI: the Committee of Experts on Increasing Media Resilience (MSI-RES), the Committee of experts on the Integrity of Online Information (MSI-INF) and the  Committee of Experts on Strategic Lawsuits against Public Participation (MSI-SLP). They also agreed to submit, as soon as possible, to public consultation ahead of the last meeting of the MSI-SLP, the draft Recommendation on countering the use of strategic lawsuits against public participation (SLAPPs). Moreover, focused presentations were included in the Agenda regarding the follow-up to the CDMSI’s previous work and the implementation of recent standard-setting instruments : the Recommendation CM/Rec(2016)4 of the Committee of Ministers to member States on the protection of journalism and safety of journalists and other media actors, and the Recommendation CM/Rec(2018)2 of the Committee of Ministers to member States on the roles and responsibilities of internet intermediaries.  The presentations were based on the country specific input provided by CDMSI members. The CDMSI also exchanged views on the future work of the committee (and related expert committees) and the selection of topics proposed for the next terms of reference. Participants were also informed about the latest developments regarding the Council of Europe’s Digital Partnership. Furthermore, they had fruitful exchanges with experts from the Council of Europe and other organisations presenting their activities in the field of freedom of expression. A special focus was set on the upcoming Council of Europe Campaign for the safety of journalists, to be launched on 5th October in Riga.  Committee members discussed about the forthcoming steps and national initiatives on the protection of journalists’ and had exchanges with partners of the platform to promote the protection of journalism and safety of journalists.
