On January 26, 2023, Patrick Penninckx, Head of the Information Society Department of the Council of Europe undertook a mission to Paris to promote the latest Council or Europe policies in the field of media freedom and freedom of expression. He took part in a conference on the European Action for Freedom of the Press and the fight against disinformation, organised by the Secretary of State for Europe, Ms Boone, as part of a series of meetings on the rule of law. Addressing the participants in a panel on “Regulating Disinformation”, Patrick Penninckx presented key Council of Europe’s regulatory responses to disinformation such as inclusion of measures countering disinformation in legal frameworks to provide rule-of-law basis for action; measures to ensure platforms’ compliance with human rights’ standards; support for quality journalism and access to official information; user empowerment and media and information literacy.
In his bilateral meeting with Ms Boone, the Council of Europe official presented the new policy standards and instruments on media freedom and discussed the preparation of the Campaign for the protection of journalists to be launched in Riga, Latvia, in October. He also exchanged with the Director of the Maison des Journalistes Ms Darline Cothière on the status of media freedom in Europe and multilateral efforts to enhance it.
