The City of Oulu takes stock of its achievements and challenges in its intercultural journey

The 2025 Intercultural Cities Index Analysis for the city of Oulu (Finland), has been published under the European Union/Council of Europe joint project “Building an Inclusive Integration Approach in Finland.”

The report provides a thorough analysis of Oulu’s intercultural policies, while also contributing to the overall Intercultural Cities Index, which serves as a benchmarking tool developed by the Intercultural Cities Programme for cities to assess, develop, improve, and monitor their progress as intercultural cities, embracing diversity as an asset and building a community where everyone belongs, can contribute and thrive.

The joint project “Building an inclusive integration approach in Finland” is co-funded by the European Union via the Technical Support Instrument and the Council of Europe, and implemented by the Council of Europe in co-operation with the European Commission.

Total Budget: €667,000

Implementer: Intercultural Cities (ICC) programme of the Council of Europe in co-operation with the European Commission and the Ministry of Justice of Finland.
