Trainings on the use of innovative cybersecurity systems for the Ukrainian CEC Secretariat IT staff continued

The staff of the Secretariat of the Central Election Commission (CEC) in Ukraine enhanced their knowledge on key concepts, principles, and practices of IT Service Management. This training aims to improve operational efficiency and service management capabilities of the Commission, as well as to ensure efficient use of innovative cybersecurity systems introduced in the CEC.

CEC representatives completed the specialized training course on ITIL – internationally recognized and most widely used framework designed to standardize the selection, planning, delivery, maintenance and overall lifecycle of IT services within an organisation. This training is designed to improve efficiency and optimize IT resources, including personnel, technology, and budget. The training course took place from 27 to 29 May 2024, with the support of the Council of Europe*,following previous trainings on IBM QRadar SIEM completed by the Central Election Commission IT professionals in March 2024.

During the “ITIL 4 Foundation” training, the participants gained comprehensive knowledge and skills how to improve the CEC IT service management. They learnt about framework for creating, delivering, and managing IT services; fundamental concepts and four dimensions of effective service management; ITIL guiding principles, service value chain and practices; metrics and KPIs to measure IT services’ performance and effectiveness.

This series of specialised IT trainings, to be continued in the coming months, is held upon the request of the Central Election Commission with the aim to strengthen the expertise and capacity of the CEC IT staff, thereby boosting the stability, security, and reliability of the information resources of the institution. This is particularly relevant given the increasing number of cyber-attacks targeting Ukrainian state authorities’ information systems in the context of ongoing war and the need to protect the Commission’s cybersecurity systems.

* The specialised IT trainings on cyber security are organised within the framework and with the support of the Council of Europe project “Supporting democratic post-war elections in Ukraine”, implemented within the framework of the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” 2023 – 2026.
