On 18 September 2023, the Committee of Ministers held an exchange of views with the civil society focusing on the execution of judgments against the Russian Federation related to human rights violations in the Transnistrian region of the Republic of Moldova.
The representatives of the People’s Advocate (Ombudsman) of the Republic of Moldova and the NGO “Promo-Lex Association” shared with the Committee information about the state of play concerning human rights situation in the Transnistrian region of the Republic of Moldova and presented their views about the issues relevant for the execution of these judgments.
This was a second exchange of views held as a follow-up to the Committee’s decision of December 2022 to enhance exchanges with the civil society on the execution of judgments in respect of Russia, in the absence of information from the Russian authorities.
The Russian Federation was excluded from the Council of Europe on 16 March 2022. However, it is still obliged to implement judgments of the European Court related to its actions and omissions up until 16 September 2022 and the Committee of Ministers continues to supervise their implementation.
The Committee is supervising execution of 46 judgments under the enhanced supervision procedure concerning various violations of the Convention which took place in the Transnistrian region of the Republic of Moldova between 1997 and 2016 and for which the Russian Federation was found by the Court to incur responsibility due to its continued effective control and decisive influence (Catan and Others group and Mozer group).
The group of cases Catan and Others, which concerns violations of the rights of children, parents and staff members of Latin-script schools located in the Transnistrian region of the Republic of Moldova, will be examined by the Committee at its Human Rights meeting of 19-21 September 2023.
