It is recalled that although the Russian Federation ceased to be a member of the Council of Europe on 16 March 2022 (CM/Res(2022)2), the Committee continues to supervise the execution of the judgments against it and the Russian authorities must comply with them (CM/Res(2022)3, § 7).
The Committee has stressed the need to prepare documents listing all outstanding sums of just satisfaction in the inter-state and other cases, as well as other outstanding individual measures (to redress the victims of the human rights violations), and general measures (to prevent further similar violations) (cf. CM/Inf/DH(2022)25, §§ 15-16).
An updated register of just satisfaction, listing all outstanding payments, has therefore been published. In two parts, it concerns both the inter-state cases, as well as the individual cases. It will be regularly updated. The total amount due in individual cases currently stands at 2,725,460,337.65 EUR.
An information document on outstanding individual and general measures has also been prepared, in line with the Committee’s decisions and based on the assessment of the Department for the Execution of Judgments (H/Exec(2023)12). It will also be regularly updated.
